I'm going to paint a Piper Lance and was wondering if anyone has any suggestions for a good place on the east coast between South Carolina and Maine. Obviously, I'd like to find a balance between quality and cost, so I probably won't want to pick the cheapest or most expensive store.

While I don't know anywhere specifically on the west coast I do know which paint is good for secondary fuel barrier on aircraft integral fuel tanks and that is pr1196. It provides an excellent film thickness and cures well at room temperature.
